Notification Requirements:
Under the Ministry of Environment regulations, specific notification requirements apply to soil relocation. These include:

  • A person must engage a Qualified Professional (QP) to complete the soil relocation notification form and submit it to the ministry.
  • Notification is required if the volume of soil relocated is equal to or greater than 30 cubic metres per project within a 2-year period.
  • Sites classified as high risk under Protocol 12: Site Risk Classification, Reclassification, and Reporting must provide notification regardless of the soil volume.
  • Notification is mandatory if a Schedule 2 use has occurred on the source site, and the soil is determined to be non-waste soil in relation to the receiving site.

Qualified Environmental Professional (QEP) Expertise:

Amiante Environmental Consulting has a Qualified Environmental Professional (QEP) to undertake and complete soil relocation notifications and other environmental reports for municipalities across the Greater Vancouver area.

The Province of British Columbia’s Ministry of Environment defines a QEP as:
“A qualified environmental professional (QEP) is an applied scientist or technologist who is registered and in good standing with an appropriate B.C. professional organization constituted under an Act. The QEP must be acting under that association’s code of ethics and is subject to the organization’s disciplinary action.

A qualified environmental professional could be a professional Biologist, Agrologist, Forester, Geoscientist, Engineer, or Technologist.

Qualified environmental professionals can conduct assessments as individuals or together with other qualified environmental professionals. They must have an area of expertise that is recognized in the assessment methods as one that is acceptable for the purpose of providing all or part of an assessment report for the particular development proposal that is being assessed. They will only be considered a qualified environmental professional for that portion of the assessment that is within their area of expertise, as identified in the assessment methodology.”
